The ASEAN Customs Transit System (ACTS) is a computerised Customs transit management system available to operators who move goods across borders in ASEAN. Requiring only one Customs formality, it facilitates trader by allowing traders to transport goods freely through the participating ASEAN Member States*. A truck can travel from its point of loading to its destination in a different ASEAN country with no need for a different Customs declaration at each border, and no need to transfer the goods to a different truck in each country. The duties and taxes are covered by a single guarantee for all the countries involved in the transit operation.

Participating countries include Cambodia, Laos, Malaysia, Singapore, Thailand, and Vietnam. Traders, such as importers, exporters, and transporters, can register to use ACTS and benefit from privileges like starting and ending transit movements at their own premises.

Who can apply?

All traders, which includes importers, exporters, transporters, freight forwarders and Customs agents are eligible to use the ACTS to transport goods across borders. Traders must be registered as ACTS traders (ATT or non-ATT) with the participating ASEAN Member States*.

Traders who are qualified to be Authorised Transit Traders (ATT) will be given certain privileges that include permission to start transit movements from their own premises at departure, and to deliver to their own premises at destination.

Key features of ACTS

Facilitates trade: Allows traders to transport goods freely between participating countries, reducing obstacles and delays.

Single customs regime: Enables goods to be transported by road under a single regime, regardless of the ASEAN Member State of departure, transit, or arrival.

Digitalized system: Implements a single digital declaration, process automation, and real-time information exchange.

Reduced costs: Eliminates the need for multiple customs declarations at each border, generating administrative and cost savings.

Improved efficiency: Accelerates transit movements across the region and helps reduce time and expenses of carrying out cross-border trade.

The ASEAN Customs Transit System (ACTS) provides several key benefits, such as:

  • Streamlined Cross-Border Trade: With a single customs declaration and guarantee for duties and taxes, businesses can transport goods across ASEAN countries more efficiently, reducing paperwork and delays at borders.
  • Cost Savings: By minimizing the need for multiple customs procedures and guarantees, ACTS helps businesses save on administrative and operational costs.
  • Faster Transit Times: The system allows for quicker clearance of goods, enabling businesses to meet delivery timelines and enhance supply chain efficiency.
  • Improved Transparency and Security: ACTS enhances visibility and traceability of goods in transit, improving trust among stakeholders and reducing risks of fraud or smuggling.
  • Business Competitiveness: The system supports regional integration, making it easier for ASEAN businesses to access new markets and compete globally.
